People who've have killed, try to eliminate a race, and do all kinds of destructive things, can do so not because of their weaponry but because of their mentality that starts everything off. Meaning you don't need the physical power to cause an effect on people. The scapegoat part reminds me of how people who try to cover up their track often lead to someone else getting in trouble. That's what this quote means to me.
